Education & Training Services
The Jefferson/Franklin Employment Consortium, through its local Missouri Job Centers, offers free employment and career training services for youth, adults and workers dislocated from their employment due to workforce reductions.
WIOA Adult Program
Workforce services for eligible adults are available through one of the six core programs authorized by Workforce Innovation and Opportunity Act (WIOA). The Adult program serves individuals and helps employers meet their workforce needs. It enables workers to obtain good jobs by providing them with job search assistance and training opportunities.
WIOA establishes a priority requirement with respect to funds allocated to a local area for adult employment and training activities. American Job Center staff, when using WIOA Adult funds to provide individualized career services and training services, must give priority to recipients of public assistance, other low-income individuals, and individuals who are basic skills deficient. Under WIOA, priority must be implemented regardless of the amount of funds available to provide services in the local area. In addition, veterans receive priority of service in all DOL-funded employment programs. Some services have eligibility requirements; be sure to check with your local American Job Center for details.
WIOA Dislocated Worker Program
The Dislocated Worker program is designed to help workers get back to work as quickly as possible and overcome barriers to employment. When individuals become dislocated workers as a result of job loss, mass layoffs, global trade dynamics, or transitions in economic sectors, the Dislocated Worker program provides services to assist them in re-entering the workforce.
Rapid Response
One service funded under the Dislocated Worker Program is Rapid Response. The Rapid Response program is a pro-active, business-focused, and flexible strategy designed to respond to layoffs and plant closings by quickly coordinating services and providing immediate aid to companies and their affected workers. Rapid Response teams will work with employers and any employee representative(s) to quickly maximize public and private resources to minimize disruptions associated with job loss. Rapid Response can provide customized services on-site at an affected company, accommodate any work schedules, and assist companies and workers through the painful transitions associated with job loss. Rapid Response is carried out by states and local workforce development agencies in partnership with local American Job Center. Many services are available through American Job Centers, from resume and interview workshops, career counseling, and job search.
Trade Adjustment Assistance Program
The TAA Program seeks to provide adversely affected workers with opportunities to obtain the skills, credentials, resources, and support necessary to (re)build skills for future jobs. Any member of a worker group certified by the Department may be eligible to receive the following benefits and services at a local American Job Center: training, employment and case management services, job search allowances, relocation allowances, and income support in the form of Trade Readjustment Allowances (TRA). Reemployment TAA (RTAA) and Alternative TAA (ATAA), which provide wage supplements for reemployed older workers whose reemployment resulted in lower wages than those earned in their trade-affected employment, may also be available.
WIOA Youth Program
The WIOA Youth Program offers a comprehensive array of youth services that focus on assisting out-of-school youth and in-school youth with one or more barriers to employment prepare for post-secondary education and employment opportunities, attain educational and/or skills training credentials, and secure employment with career/promotional opportunities.

The Jobs League Program
The Missouri Office of Workforce Development has partnered with the Missouri Family Support Division to implement a employment program for low-income youth. The Jobs League program is funded by Temporary Assistance for Needy Families (TANF) block grant and is administered by the Department of Social Services (DSS). The program is intended to allow Missouri's youth to be provided the opportunity to gain valuable work experience to prepare for tomorrow's careers.

OJT Program Steps
Contact your nearest Missouri Job Center to confirm your eligibility.
Identify potential candidates who are: referred through a Job Center or are reverse-referred by you to
a Job Center.
Develop, complete and sign the training agreement prior to the start date of the OJT employee.

Work Experience Program
Various Types of Work Experiences:
Regular Work Experience - A planned, structured learning experience that takes place in a workplace for a limited time. Work experience may be paid or unpaid, as appropriate and may be arranged within the private for-profit sector, the non-profit sector or the public sector. Work experience must be related to the participant’s career pathway.
Internships - A planned, structured learning experience that takes place in a workplace for a limited time. An internship may be arranged within the private for-profit sector, the non-profit sector or the public sector. Internships must be directly in-line with the participant’s long-term career pathway.
Transitional Jobs - Transitional jobs are a type of work-experience that are considered an individualized career service. Transitional jobs are time-limited and wage-paid work experiences that are subsidized up to 100 percent. These jobs are in the public, private, or nonprofit sectors. Transitional jobs provide an individual with work experience that takes place within the context of an employee-employer relationship, in which the program provider generally acts as the employer, and with an opportunity to develop important workplace skills. These jobs are designed to enable an individual to establish a work history, demonstrate work success in an employee-employer relationship, and develop the skills that lead to unsubsidized employment.

Heather suffered an injury that ended her 17-year career as a Surgical Dental Assistant, and found herself unemployed, and unable to find employment above minimum wage. During an outreach event at East Central College, Heather met WIOA Case Manager, Kim Kopp. She was enrolled into WIOA -
"Working with her (Kim), I took an interest survey to make sure that my schooling aligned with my interests. She helped me to research the field I wanted to go into. I was so relieved I had found someone that was willing to help me find financial help for school. Kim worked with me through the whole process. She gave me guidance on how to interview for a job. She looked over my resume and cover letter and offered other resources to help me get a job. As a result of her support and the financial assistance I received, I was able to graduate with honors with my Associate in Applied Science degree in Health Information Management and my RHIT Certification. I was able to find employment shortly after graduation. After gaining some experience in the health information field, I look forward to advancing my position in the Health Information Management. I am so grateful for the assistance I received. This program helped me to be successful."
